¡¡¡¡Main functions
of the Office of Discipline Inspection Commission (Supervision and Auditing):
The Office of Discipline Inspection Commission, Office of Supervision
and Office of Auditing all share one office. Its main functions are:
1. According to the Party¡¯s constitutions and some relevant rules of
law, on the basis of investigating and researching, make regulations
in aspects of building up a clean and honest Party, enforcing and supervising
the laws and auditing, and put them into effect; participate in making
the financial system.
2. Check and evaluate the Party¡¯s cadres and the supervised subjects;
supervise the selection and employment of the cadres and enforce the
frequent education in law and discipline and honest administration.
3. Supervise and examine the Party organizations, all Party members,
administrative institutions and the supervised subjects at all levels
of the university in implementing the Party¡¯s route, guideline, policies,
laws and disciplines, and decisions and regulations made by the university
Party Committee.
4. Deal with cases of Party organizations¡¯ at all levels of the university
and all Party members¡¯ infringing the Party¡¯s constitutions, disciplines
and other statutes valid in the Party.
5. Accept and hear a case about the impeachment, accusation and declaration
of Party members and Party organizations involved.
6. Be responsible for budgeting and final accounting of the university¡¯s
following expenses: educating charges; financial income and expenses
like outward capital, infrastructure construction investment and foreign
capital; infrastructure construction projects; maintenance, installment
and decoration projects. Audit and supervise the concluding and executing
of economic and technical contracts made by the university and its affiliated
units as well as the authenticity, completeness and added value of the
state-owned assets.
7. Examine and estimate the internal controlling system and financial
balances.
8. Audit the in-term economic responsibilites of the legal representatives,
managers, factory directors or principals of financial affairs in the
university-owned enterprises and operative service firms.
9. Accomplish other work designated by the university authorities.
