¡¡¡¡Main functions of Financial Affairs and
Management Department:
1. Draw out, direct and supervise the implementation of financial regulations.
2. Work out economic plans of the university; make the budget distribution
plan of the university¡¯s synthetic financial income and expense.
3. Strengthen financial administration, create new income increase points
and supervise timely and sufficient paying of all incomes to the university;
take stringent control of all budgets expending to effectively use the
funds.
4. Gather funds for developing projects on education and science and
technology and students¡¯ tuition fees.
5. Make analyses of financial transactions and report regularly to the
university authorities about the financial status, existing problems
and solutions to the problems.
6. Take charge of reporting, checking, paying and settling of the university¡¯s
outlays and preparing of financial balances.
7. Direct and supervise the financial and accounting transactions in
the university-owned entities; distribute, reclaim and check relevant
documents; gather and check the grass-root financial balances and perform
the year-end final accounting and distribution.
8. Manage the university¡¯s accounting dossiers and be responsible for
sorting out, file establishing, pigeonholing and secrecy of accounting
materials in the department concerned.
9. Preside over the training, directing, examining and evaluating of
all the staff dealing with financial affairs.
10. Assist the Logistic Management Section (Infrastructure Construction
Office) in strengthening the administration of the state-owned assets.
11. Accomplish other work assigned by the university.
